to you herewith a copy of a despatch from His Majesty's
Chargé d'Affaires at Tokyo in regard to the application

of the Sugar Consumption Tax Law in Formosa, together
with a copy of a letter from the Board of Trade, to
whan Mr. Rumbold's despatch was referred, suggesting
that the views of the Governor of Hongkong should be
obtained as to the necessity of taking any action in
the matter.
Sir E. Grey would be glad if Sir F. Lugard could
be consulted as suggested by the Board.
